Vigilance action against corruption is continuing in Odisha. In this series, a sensational case has come to light from Udla in Mayurbhanj district, where two engineers working in the sub-department of Odisha Lift Irrigation Corporation have been arrested red-handed while taking bribe.
Were demanding bribe from the contractor in exchange for passing the bill
According to the information, Assistant Executive Engineer Harekrishna Singh, posted in OLIC sub-department, Udla, and Subrata Mahanti, a junior engineer posted in Udla from Baripada, were demanding bribe from a contractor in exchange for getting the bill passed. Work worth around Rs 25 lakh had already been completed by the contractor, but his outstanding bills and security deposit of around Rs 5 lakh were not being released.
What threat did you give to the contractor?
These two officers had demanded a total bribe of Rs 1.10 lakh for payment of dues and release of security deposit. This bribe was fixed at the rate of 4.5 per cent, which included 1.5% as AEE’s share and 3% as JE’s share. The officials had clearly threatened the contractor that if the first installment of Rs 60,000 was not given, the bill would not be passed.

Fed up with these continuous problems, the contractor complained to Odisha Vigilance. After confirming the complaint, the Vigilance team laid a trap as per the entire plan and as soon as both the engineers were taking the bribe amount, they were caught. All the notes laced with chemicals were confiscated from them.
In this matter, case number 1/2026 has been registered in Baleshwar Vigilance Police Station. A case has been registered against both the accused under Section 7 of the Prevention of Corruption (Amendment) Act, 2018 and they have been arrested.
Raid on the premises of both the accused
After the trap action, Vigilance raided the premises of both the accused simultaneously. In this, Harekrishna Singh’s residential house and his office room located in Bhangachatu village under Khunta police station area of Balasore district were searched. A search operation was also conducted in Subrata Mahanti’s residential house in Baripada, his ancestral house in Rairangpur and his office room.

During the raid, Rs 1 lakh 80 thousand in cash was recovered from Harekrishna Singh’s house in Bhangachatu, which has been confiscated by Vigilance. Both the accused i.e. Assistant Executive Engineer Harekrishna Singh and Junior Engineer Subrata Mahanti have been arrested and will be produced in the court.
At present, the interrogation of both the accused is going on and the Vigilance investigation is progressing. After this action, questions have been raised regarding bribery in government departments, while common people have seen this action of Vigilance as a big relief and a strict message.
