Congress issued a whip to its Lok Sabha members asking them to remain present in the House from March 9 to 11. The notice demanding removal of Lok Sabha Speaker Om Birla from the post is likely to be considered next week.

Birla accused of open discrimination

In the notice regarding the motion given by the opposition, Birla has been accused of ‘blatant discrimination’. Parliament will meet for the second phase of the budget session from March 9.

Three line whip issued

Sources said Congress issued a three-line whip, making it mandatory for its MPs to remain present in the Lower House for the first three days of the second part of the budget session. If a resolution is passed by the House with a simple majority, the Speaker of the Lok Sabha can be removed from office.

Know what these rules are

There is a provision for such a step in Article 94C of the Constitution. Article 96 allows the Speaker of the Lok Sabha to defend himself in the House. Article 94C clearly states that to remove the Speaker, a special resolution has to be moved in the Lok Sabha, which must be passed by a majority of all sitting members. This process is separate from the no-confidence motion and is related only to the post of Speaker/Deputy Speaker. This provision is important to maintain the dignity and impartiality of the Lok Sabha.
