Uttarakhand ranks first in the country in effectively implementing new criminal laws.

Dehradun: ​Setting a historic milestone towards modernization of India’s judicial and law enforcement system, Uttarakhand has stood first in the country in the national implementation of Inter-Operable Criminal Justice System (ICJS) 2.0. According to the data till January 2026, this proud achievement is a result of the visionary guidance of Union Home Minister Amit Shah and his resolve for a technology-based justice system.

​According to the latest CCTNS/ICJS progress dashboard of the National Crime Records Bureau (NCRB), Uttarakhand has topped the national level with an excellent score of 93.46. The performance of the top five states in the national ranking has been extremely commendable, with Uttarakhand at the first position with a score of 93.46, followed by Haryana at second with a score of 93.41, Assam at third with a score of 93.16, Sikkim at fourth with a score of 91.82 and Madhya Pradesh at fifth with a score of 90.55.

Chief Minister Dhami’s ‘mission-mode’ implementation

​This success of Uttarakhand is the result of the efficient leadership and constant monitoring of Chief Minister Pushkar Singh Dhami. The Chief Minister himself took charge of implementing the new laws—the Indian Civil Code (BNS), the Indian Civil Defense Code (BNSS) and the Indian Evidence Act (BSA). Chief Minister Dhami held continuous review meetings with top officials of the government and district level field officers. It was due to this ‘top-to-bottom’ monitoring that technical hurdles could be removed in time and the police department was successful in adapting itself to the new legal framework.

​Efficiency of “One Data, One Entry”

​The basis of this achievement of Uttarakhand is the “One Data, One Entry” system of ICJS 2.0. Under this, uninterrupted flow of data has been ensured between Police (CCTNS), e-Court, e-Jail, e-Prosecution and e-Forensics. Once the data is entered, it is immediately available to all concerned departments, thereby reducing paperwork and expediting the disposal of cases. To ensure transparency, videography of the crime scene and secure storage of digital evidence through ‘e-Saakshya’ app has been made mandatory.

​Key Success Points

  • ​Extensive training: More than 23,000 police personnel of the state were given intensive training on the nuances of the new laws.
  • ​Technical Strengthening: Virtual court hearings through ‘Nyāy Shruti’ and availability of forensic mobile vans were given priority.

Confirming the ranking, Uttarakhand Police spokesperson and Inspector General of Police (Crime and Law and Order) Sunil Kumar Meena said the state has set records in implementing technical infrastructure as well as real-time data entry. It is noteworthy that Union Home Minister Amit Shah has also specially praised this “One Data, One Entry” efficiency of Uttarakhand in high level meetings. With this coordination and commitment, Uttarakhand has today emerged as an ideal model of “Smart Policing” for the country.
