New Delhi: The Election Commission has announced the election dates for West Bengal, Tamil Nadu, Kerala, Assam and Puducherry. With this, Model Code of Conduct has come into force in these states. As soon as the Election Commission announces assembly elections in any state, the Model Code of Conduct comes into force in the entire state. After the implementation of the Code of Conduct, the government cannot implement any public welfare scheme. Cannot give any instructions to the officers working in the state. After the implementation of the Code of Conduct, all the officers of the state government come under the Election Commission and work on its orders.
What can governments do?
After the implementation of the Model Code of Conduct, the government can carry out its regular administrative work. The government can do its routine work which does not affect the elections. Along with this, it can provide relief work and financial assistance in case of natural disaster, but for this it becomes necessary to take approval from the Election Commission. Necessary steps can be taken to maintain law and order.
What can’t governments do?
The state government is not able to announce any new scheme, financial benefit or inauguration. The direct control of transfer and posting of police and administrative officers goes to the Election Commission. Their transfer gets banned. If absolutely necessary, the permission of the Election Commission is necessary for transfers. Along with this, advertisements and hoardings made at government expense are immediately removed. The use of government vehicles, aircraft and other resources for election campaigning is completely banned.
