Bangalore: The Public Interest (PIL) has filed a petition to the High Court challenging the appointment of senior IPS officer Dr MA Salim as the General Police of Karnataka (DG-IGP).
Vakile Sudha Katwa has filed a petition seeking the cancellation of the order issued by Dr MA Saleem as a DG-IGP in violation of the rules of the Supreme Court.
What’s in the application? The notification issued by the state government Salim as DG-IGP on May 5 is a clear violation of the Supreme Court directives.
In Prakash Singh’s case and subsequent orders, the regular DGP should be selected from the Central Lok Sewa Commission (UPSC) from the panel of three senior officers. It should be based on merit, service seniority and experience and at least two years of tenure.
In addition, the Supreme Court has banned the recruitment of ‘executive’ or ‘Prabha’ DGPs. There is no such concept. Salim’s appointment has been obtained from the UPSC under the Right to Information Act (RTI), which is known to be a mistake in the hiring process.
Thus, the state government has appointed Prabha DGP in violation of the UPSC Emmanel process. The petition stated that it is based on political considerations. In addition, the appointment of Prabha should be withdrawn immediately. According to the Supreme Court Guidelines, the state government is requested to start a strict regular recruitment process.
