New Delhi: The second phase of the budget session of Parliament is starting from Monday. During this period, there is a possibility of uproar in the Parliament. During this second phase of the budget session, the proposal brought by the opposition in the Lok Sabha is to be discussed, demanding the removal of Lok Sabha Speaker Om Birla. Also, the issue of the ongoing conflict in the Middle East can also be raised prominently, because the opposition party is already continuously attacking the government on the government’s stance towards Iran, the “concession” given by the US on India buying oil from Russia and other issues.

Foreign Minister will give statement

According to the revised agenda of March 9 of the Lok Sabha released on Sunday evening, External Affairs Minister S. Jaishankar will make a statement in the Lok Sabha regarding the ‘situation in West Asia’. Apart from this, around 60 lakh names were removed due to SIR in West Bengal, which is also likely to have an impact on the parliamentary proceedings. The opposition is also likely to question the India-US interim trade agreement in view of the US Supreme Court’s decision against the tariffs imposed by President Donald Trump.

In the second phase of the budget session, special emphasis will be laid on the demands for grants of various ministries for the year 2026-27 and the passing of the Finance Bill, 2026. This includes all the tax proposals presented in the Union Budget on February 1. Both the Houses of Parliament will also discuss the functioning of five ministries and demands for grants.

No-confidence motion against Lok Sabha Speaker

Birla had recused himself from the proceedings of the House from the date of submission of the notice. It was said by the Lok Sabha Secretariat that he would return only after the agenda is settled.

PM Modi supported Birla

While supporting Birla on Saturday, PM Modi said that he has taken along all the MPs and is committed to the principles of the Constitution and parliamentary democracy. Apart from the no-confidence motion, the US-Israeli attacks on Iran and rising tensions in West Asia, which have led to disruption in crude oil supplies and rise in prices, are also likely to be discussed during the session. The opposition can question the government’s policies on this matter. Trinamool Congress MPs are set to raise the SIR issue, while the BJP is likely to raise the issue of “protocol violation” during President Draupadi Murmu’s visit to West Bengal on Saturday.

Electricity Amendment Bill

The government is also expected to introduce the Electricity Amendment Bill and other legislative business pending from the first part of the session will also be considered. According to Monday’s agenda, the motion against the Speaker and External Affairs Minister Jaishankar’s statement on the situation in West Asia are included in the agenda of the Lok Sabha for the day. Both the ruling BJP and the main opposition Congress have issued whips to their respective Lok Sabha members to remain present in the House during the deliberations on the issue.

Opposition leaders will hold a meeting at 10 am

Trinamool Congress has also said that it will support the motion against Birla. There may not be Question Hour in the Lok Sabha between 11 am and 12 noon on Monday as the proceedings may be adjourned to pay tribute to Ricky Singcon, the sitting member from Shillong, who died on February 19.
