The Telangana Assembly on Saturday passed a bill abolishing the two-child rule for local body elections. Under this rule, people with more than two children became ineligible to contest local body elections.
Review of population policy after 30 years
Introducing the Telangana Panchayat Raj (Amendment) Bill, 2026, Panchayat Raj Minister Danasari Anusuya Seethakka said the two-child rule was implemented in 1994 as a population control measure to address the challenges of food security, unemployment and poverty associated with population explosion. The government reviewed the population policy after 30 years of the two-child rule.
Fertility rate in rural areas of Telangana 1.7
The minister said the fertility rate in rural areas of Telangana is 1.7. He said that if the fertility rate remained at 1.7, it would adversely affect the interests of Telangana. Dansari said that the government has considered it necessary to keep the fertility rate at 2.1 keeping in mind the future of the coming generations and the views of the representatives of Panchayat Raj institutions.
Proposal to amend Panchayat Raj Act, 2018
He said that the government is proposing to amend the Telangana Panchayat Raj Act, 2018 to improve the declining fertility rate and conduct local body elections. The House later passed the bill.
